About the WPHCA

The W.P. Highlands Civic Association, Inc. (WPHCA) was founded to promote and advocate for the interests of the residents in the historic neighborhood known as the Highlands and the residents of the City of White Plains, NY. Within walking distance of the wide array of attractions, shopping, and employment opportunities in downtown White Plains, the Highlands is known for its walkable streets, variety of lovely homes, gardens, parks, schools, and houses of worship.

The WPHCA is a volunteer organization which raises annual dues to help communicate local issues, hold events and programs of interest, maintain two gardens, and provide scholarships to local high school seniors pursuing additional educational opportunities. We take great pride in our neighborhood’s diversity, active organizations, and community spirit and enthusiastically invite all Highlands residents to be part of the WPHCA.

Our initiatives include:

  • communicating local issues and representing the concerns of our residents,

  • holding events and programs of interest,

  • maintaining our two neighborhood gardens,

  • ·providing scholarships to local high school seniors heading to college or trade school,

  • ·and hosting fun events to help residents meet and connect with one another.

 The neighborhood is generally bounded by Maple Avenue to the north, Greenridge Avenue and Old Mamaroneck Road to the east, Hartsdale and Prescott Avenues to the south and Soundview Avenue to the west. 

The original association was formed in the late 70’s under the name "Highlands Civic Association". The annual dues were $2.50! The association was then incorporated in 1988 and legally became the "Highlands Civic Association of White Plains, Inc." After the passing of long-time president Judy Higgins in 2008, the association became less active until it was revived in the fall of 2015. The current association was reorganized under the name W. P. Highlands Civic Association. Inc. in 2019, and in 2021 experienced a resurgence of participation and excitement from community. The future is bright.

Although the association has many volunteers (thank you!) who help us keep things running smoothly, there is a dedicated board leading the way.

The W.P. Highlands Civic Association, Inc. (WPHCA) is a registered 501 (c) (4) organization. While this not-for-profit designation exempts the organization from paying income tax on dues/donations received, dues.donations paid to the organization are not tax-deductible.
